OBC Non-Creamy Layer (NCL) Certificate: Eligibility, Central Format and Validity

Updated 11 Oct 2026 Β· Sarkari Core

To get the OBC reservation and age relaxation in a government job, being OBC is not enough. You must also prove that you are not in the "creamy layer" β€” the better-off section of OBC families that the rules exclude from reservation. That proof is the OBC Non-Creamy Layer (NCL) certificate.

A wrong-format or out-of-date NCL certificate is one of the most common reasons OBC candidates lose a seat at document verification, after already clearing the exam. This guide explains how to get the right one.

Who counts as "creamy layer"?

You are in the creamy layer β€” and not eligible for OBC reservation β€” if your parents fall into any of these groups:

  • Gross annual income of the family, from sources other than salary and agricultural land, of more than β‚Ή8 lakh a year for three consecutive years.
  • Either parent was directly recruited to a Group A / Class I post in government, or both parents to Group B / Class II posts (with some further conditions).
  • Parents hold constitutional posts (such as a judge of a High Court, or member of a Public Service Commission), or are senior officers in the armed forces (Colonel and above).
  • Parents own large amounts of irrigated agricultural land or property above the limits in the rules.

Two points that confuse many families:

  • Salary and agricultural income are not added to the β‚Ή8 lakh income test. A family of a Group C government employee earning β‚Ή9 lakh a year in salary can still be non-creamy layer. What matters for salaried parents is the rank of the post, not the salary amount.
  • Your own income and your spouse's income do not count β€” the test looks at your parents' status.

Central format vs state format: the most common mistake

There are two different OBC lists and two different certificates:

Central formatState format
Used forCentral jobs β€” SSC, RRB, UPSC, IBPS/SBI, central PSUs, central universitiesJobs and admissions of your own state (for example UPSSSC, UP Police, BPSC)
List checkedYour caste must be in the Central OBC list for your stateYour caste must be in the state's OBC/BC list
Wording to look for"…for appointment to posts under the Government of India"Refers to the state government's rules

A state-format certificate is not accepted for central jobs, and some castes are in a state's list but not in the central list. If you are applying for both kinds of jobs, you may need both certificates.

Validity: which date the certificate must be from

An NCL certificate is based on your family's income for a particular period, so it does not stay valid forever. Recruiting bodies usually ask for a certificate issued within a specific window, often linked to the financial year of the notification or to the closing date of applications. SSC, for example, states the exact date range in each notification.

The safe habit is to get a fresh certificate at the start of each financial year (April) and to read the notification's requirement before you apply. If the notification asks for a certificate dated after the closing date, keep your application details and apply for a new certificate in time for verification.

How to apply

NCL certificates are issued by the revenue administration β€” usually the Tehsildar, SDM or District Magistrate's office. Most states now take applications online:

  • Uttar Pradesh: through the e-District portal (edistrict.up.gov.in) or a Jan Seva Kendra / CSC.
  • Bihar: through the RTPS service portal (serviceonline.bihar.gov.in) or an RTPS counter at the block.
  • Other states: through the state's e-District or citizen-services portal, or at a Common Service Centre.

Steps

  1. Choose the correct service β€” "OBC certificate (central format)" or the state OBC certificate, depending on the job.
  2. Fill in your details exactly as on your 10th certificate and Aadhaar.
  3. Give your parents' occupation, posts and income details truthfully.
  4. Upload the documents asked for (see below) and pay the small service fee, if any.
  5. Note the application number and track the status. After field verification, download the signed certificate.

Documents usually needed

  • Your existing caste certificate, or a parent's / sibling's caste certificate
  • Aadhaar card and residence proof
  • Family income certificate or income declaration
  • Parents' service details if they are employed, and land records if you own agricultural land
  • A self-declaration / affidavit in the format your state asks for

Before you upload it to a job application

  • Check your name, father's name and caste spelling match your 10th certificate.
  • Check it is the right format (central or state) for this job.
  • Check the issue date falls in the window the notification asks for.
  • Scan it clearly. If the portal limits file size, our image resizer can bring a scanned page down to the required KB.

Frequently asked questions

My father is a government clerk earning more than β‚Ή8 lakh. Am I creamy layer?

Usually not. Salary is excluded from the income test; for employees it is the post's group (Group A / Class I, and so on) that decides. A Group C employee's children are generally non-creamy layer, provided other family income stays under the limit.

Can I apply as OBC with a certificate that will be issued later?

Many notifications let you apply first and produce the certificate at document verification, as long as it is dated within the allowed window. If you cannot produce it, you will be moved to the General category or rejected.

Does the NCL certificate also give age relaxation?

Yes β€” OBC age relaxation is available only to non-creamy-layer candidates. See our age relaxation guide.

Note: Income limits and creamy-layer rules are set by the Government of India and can be revised. The certificate format, validity period and issuing authority are stated in each recruitment notification and by your state government. Always follow the official notification and your state's official portal.
